Promoting water stations and reducing the price of Nalgenes would be like painting cycling lanes bright yellow and offering discounts on bicycles -- would you really expect that to change people's behavior? Cycling is already free just like tap water is already free, and a few dollars' savings in the price of a reusable bottle is hardly going to influence someone who is already happily spending a few dollars **per day** on bottled water.

If you want people to change their behavior, you have to provide real incentives.
